6. Report from General Purposes Committee meeting 16.04.08
Matters Arising Continued debate re Broadstreet House Footpath due to
KCC regulations of width of pedestrian footways. Proposal for joint site
meeting with Broadstreet House, KCC and LPC. Cllr Manvell to write to
resident and SDC re legalities of pedestrian access between Ethel. Grove
and Barton Field. Continuing problems experienced at Bowls Club re
Antisocial behaviour Site meeting to discuss issues. Recommendation to
be made for LYA to install Community friendly behaviour' notices. Cllr
D. Smith to write reply to Bowls Club KAPC training dates and costs.
Cllrs to attend all applicable training at £60 per delegate Motion to
continue receiving Parish News'. Approved Update on reclamation of
Council Property Deeds reclaimed. No Audit Return for 2006/07 as yet.
£500 offered for contribution from Stagecoach. Accepted. Quote from Phil
Wilson Arboriculture. Motion to accept quote. 6 for, 1 against.
Approved. Shepway DC David Sefton to be contacted to gain details of
regulations re tree work in parish. Details to be included in next
Newsletter Updates on work on Ethelburga Well. No quotes as yet R. Chubb
and D. Smith to follow up. N. Hunnisett to investigate KCC contractors.
Speedwatch Training feedback. 6 members attended. Geoff Baldock to be
coordinator Speedwatch Co-ordination Plan between 3 parishes. 2wks
rotation between councils for 1s' period. 3 volunteers need to be
present at monitoring C. Manvell to deliver equipment if G. Baldock
cannot. Speedwatch funding received from CIRK and KCC Members Grant.
Confirmation received. Approval on Annual Parish Meeting and Reply form
Approved. AOB. Request from Etchinghill Village hall Committee to have
grass cut before Fete on 12m July. C. Manvell to find out who is
responsible for cutting grass. N. Hunnisett notified re debris at Post
office bus stop Next Meeting : 7.30pm 12!h May at Library.
7. Report from Finance Committee Meeting 25.04.08
Matters arising from Minutes. Audit Commission has completed work on
2005/06 Return, returned all material and will invoice the Council for
this audit in due course. Frances Nash (Lyminge Scouts) has been
contacted re progress on returning funding application. Update on
progress of External Audit 2006/07. Audit Commission has sent repeat
Audit Return forms for 06/07. John Gretton has agreed to assist in
completing this task from 30th April 08.
Latest statement of accounts from finance officer (Clerk). Accounts
agreed with following changes Provision of £200 to be moved from 'Gang
Mowing' to 'Maintenance and Groundwork' Title to be altered from
Emergency Reserve' to Reserve'. Asset sheet to be altered to show equal
depreciation for all assets. Alter accounting columns to show minus
figures', using brackets. Clerk to check immediacy of Bond release.
Expenditure for speed watch equipment. Recalculated figures for
contributions including shared costs of carriage. Approved. Appointment
of this year's internal Auditor. John Gretton to be appointed to provide
consistency with 2006/07 and 2007/08 accounts. Deborah Balkham to be
appointed if required. Terms and conditions for approved grant funding.
Cllr Monk advised clerk to contact David lllsley at Shepway DC for
recommendations. To discuss the purchase the following; Local Council
Administration by Charles Arnold Baker (7,h edition) £51.95 from KALC
Laser Printer for cost savings on printing. £85.00 from Ink Xpress All
in favour. Review applications Lyminge Village Hall: Clerk to contact
requesting further cost breakdown. Etchinghill Village Hall: Clerk to
send letter of funding notification following approval of conditions.
Lyminge Scouts : Awaiting return of application Lyminge Bowls Club:
Recommendation to Full Council that application be declined Original
invitation to apply was declined by Bowls Club Current application is
made retrospectively of purchase of item. The Parish Council does not
fund retrospective projects. All in favour. AOB. Site meeting held
24.04.08 with John Gaba (Conservational Architect) to discuss action for
Ethelburga Well and Wall. Approved action to replace like for like.
Three quotes required. Recommendation to contact Stretton and Laing, and
Christopher Hore 2008/09 Budget to include additional expenditure item
Special projects' £5000. This will allow budget for necessary work
detailed above Recommendation to be made at full Council. Next meeting
2.30pm Wed 14* May 2008 Library.
8. Report from Community Warden
Anti-social Behaviour. All reports to be forwarded to Community Warden
Majority of local youths are not involved in recent incidents. Bogus
Callers Do not buy any goods over the phone or on doorstep Rural. 3
sheep killing incidents. 6 sheep attacked. Farmers should report all
instances. Lyminge Public Toilets. A volunteer (or 2) is needed
to take responsibility for unlocking/locking the toilet block (approx 8
30am + 6 30pm. 2 free events were organised during the school
holidays.. Cllr R. Chubb requested photos of activities for use by The
Lyminge Association.
9. Reports from Representatives from Outside Bodies
Age Concern : The next meeting will be on 2nd June. Footpaths
: 10 walkers attended the last walk through Elham and Rhodes Minnis.
Some new kissing gates have been installed. Next walk is on 18th May
meeting 10am at Rhodes Minnis Village Hall. Lyminge Village Hall
Management Committee Security system improvements were discussed at
the last meeting. Also Lyminge Day plans. Some damage may be caused by
siting the fairground equipment, but all will be made good after the
event. Etchinghill Residents Association . The ERA cannot merge
with the EVH because one is a charity and the other not They will
continue to work together There are still some tickets available for the
Lindy Hop' event. Lyminge Youth Action : No meeting to report.
Tree Wardens : SDC Tree officer has forwarded the requested info re
AONB/Conservation Area info. The status of parish trees remains unclear.
Cllr R.Chubb to gain clarification. All indigenous newly planted trees
on Jubilee Field look to be in good condition, but monitoring and
aftercare will be required. Lyminge Primary School: 2 routine
meetings have been attended. Next meeting are on 20th and 21s1 May.
Parochial Church Council: Gratitude forwarded to council for receipt
of £400. Traditional Rogation Walk was an enjoyable and successful event
St Ethelburga Service is on Wed 30* April. Teddy Bear Parachute event is
on Sun 6th July A new organ is being purchased, but more funds must be
raised for the installation costs.
10. Correspondence and Documentation Received.
Speedwatch contribution received from Elham and Stelling Minnis Parish
Councils. Offer from John Merrit (Folkestone Police) to double the
Speedwatch efforts. Lyminge Bowls Club 22nd April 08. Would like to meet
with Parish Council to discuss improvements to fencing. Tamasin Jarrett,
Shepway Play Strategy Meeting at 6pm on 1st May, Civic Centre £236,000
Big Lottery towards improving play provision. Request for date for
removal of woodpile at rear of property on Station Rd Residents
perimeter fencing to be discussed at GP Concerns from KCC Contract Mower
re tractor going across Wellfield Bridge. To be discussed at GP.
11. Other Matters for Discussion
L.V.H.M. Comm. found plaque dated 1942 re HMS Folkestone. To be
forwarded to Historical Society. All trimming of shrubs at Lyminge
Village Hall is responsibility of LPC. Work will be carried out during
the Lyminge Association 'Clear-up' event prior to Lyminge Day. All in
favour of funding fuel for machinery

Parish Council Notices
Neighbourhood Watch (NW)
At the Full Council Meeting on 28th April Sally Coleman (Neighbourhood
Watch Liaison Officer) was invited to give a presentation. Although some
areas of the Parish utilise Neighbourhood Watch effectively, many
residents remain unable to make good use of the scheme. Etchinghill has
a Village Co-ordinator, but a volunteer is needed for both Lyminge and
Rhodes Minnis. All information, advice and support is forwarded to the
Village Co-ordinator, who in turn forwards it to the Street
Co-ordinators, responsible for getting info to all residents. It is
usual practice for one street co-ordinator to be named for each road, so
that each is only responsible for a small area. Sally informed the
Council of many beneficial schemes and initiatives oromoted by
Neighbourhood Watch and better coverage throughout the Parish would be
an advantage, particularly for the more vulnerable members of the
community. Please contact the Clerk if you are interested in becoming a
Village or Street Co-ordinator. Also please forward your contact details
to the clerk if you already have a NW role to enable more communication.

The main piece of legislation within the UK that relates to the
protection of trees is the Town and Country Planning (Trees) Regulations
1999 Under this legislation, it is an offence to cut down, uproot, lop,
top, wilfully damage or wilfully destroy any tree which is protected by
a Tree Preservation Order (TPO) or stands within a Conservation Area.
There is a large Conservation Area in Etchinghill and also a large
amount of trees that are subject to TPO's. There are also a large number
of trees in Lyminge which are subject to TPO's and indeed some large
areas of land which are offered area TPO protection.
Therefore, before anybody starts to cut down or work on any tree, be it
private or otherwise, it is always a good idea to check with Shepway
District Council's Arboricultural Officer to establish if there are any
planning conditions in force. Failure to do so could lead to the person
being prosecuted and fined anything up to £20,000 or an unlimited fine
if the case is sent to the high court.
All tree work should be carried out to a good standard for the sake of
the tree itself if being pruned and also for the safety of the person
carrying out the work. There is a British Standard (B.S. 3998:1989
Recommendations for Tree Work) which demonstrates best practice and this
is the document to which we refer people to when applying to carry out
tree work In short, it is best if people just pick up the phone, as a 2
second chat could save someone an awful lot of money and hassle! Shepway

SpeedWatch
Thank you to all volunteers who have assisted during the first period of
monitoring. If you have already volunteered, please contact Geoff
Baldock on 01303 863625 with times and dates on which you are available
for the next monitoring period. Also more volunteers are still needed
for the scheme. The more volunteers there are, the more the equipment
can be utilised in different locations. If you are interested, please
call the Speedwatch Co-ordinator Geoff Baldock on the above number.
Annual Parish Meeting 15th May 2008
This event was deemed to be a great success. The Council would like to
express gratitude to all 29 parish organisations that gave presentations
on the evening or forwarded written reports. The meeting was a great
opportunity to gain a better understanding of the links and support
between different local groups. There is obviously much work, energy and
enthusiasm contributed by groups and individuals to facilitate a wide
variety of community activities throughout the parish. All organisations
gave positive and forward thinking presentations about their history,
recent activity and future plans. A common theme for many was the
request for additional members. Judging by the positive atmosphere of
the evening, involvement in any of these groups would be enjoyable and
interesting. The Council originally invited 39 parish groups to the
event, but apologises to any organisations that they did not manage to
make contact with. If you know of any organisation that would be
interested in taking part in future events, please forward details to
the Clerk @ Dane Rise, Dog Kennel Lane, Lyminge, Folkestone, Kent,
CT18 8ER. In addition to this, it would be beneficial to have email
