  6. Report From Ward Representative
    Cllr Carey offered her assistance as a Speedwatch Volunteer. Kent Highways are encouraging public to report potholes on 08458 247 800. Cllr Carey is encouraging all people to assist Sellinge in their opposition to the planned lorry-park and also to be proactive in supporting alternative solutions and the work of The Lorry Park Alliance.   8. Report from General Purposes Committee
    Updates on damaged bus shelter and resident's concerns at Rhodes Minnis. Stagecoach agree in principle to contribution being made. Clerk to forward request for £500 towards improvements. Cllr D. Monk to be contacted to gain plans and costs for shelter at Newbarn, for consideration of similar shelter at Rhodes Minnis. Resident's concerns re trees at lower end of Tayne field. Site visit to be made with Cllr D. Smith and P. Wilson 28.03.08 to gain advice on tree maintenance, fencing issues on parish property and wood pile. Broadstreet House footpath updates.Cllr Smith has met with Chair of Board at Broadstreet House. Cilr Smith to draft letter to Kent highways to arrange site meeting with all three to discuss appropriate action. Companies approached to carry out work on Ethelburga Well. Beaver Builders, Mick Athow and Maxted construction approached for quotes for repairs to Ethelburga Well. Speedwatch funding updates and cheques signed for equipment. Funding applications made to KCC members grant and CIRK. Contributions agreed by Stelling Minnis and Elham PC. Equipment ordered. Solar lighting recommendations from Trevor Skelton. Variety of suppliers considered. Cllr Smith to draft letter to KCC re funding contribution. Request from Mr Baird to install notice in The Grove. Council legalities pertaining to status and positioning of pedestrian access to be investigated with Shepway DC. Report from Cllr Manvell re meeting with Michael Heath. Some proposed areas are too narrow to install white gates. Signs can be raised at south end of Etchinghill. Speed notices can be painted onto road and can be implemented within 6-8wks.Clerk to contact Trevor Skelton re additional funding for gated entrances. New LYA/LPC meeting date 17th June 2008 at Library. Date agreed but to be booked at Methodist Parlour. List of clubs and societies to invite to Annual Parish Meeting. List approved and additions made. All local clubs to be invited to make 5min presentation. Additional Business. Cllr R. Chubb attempting to rectify issues with the locked map board. Tayne field bins are being emptied on more regular basis. Consideration of re-fabricating/replacing the bin at the Dr's surgery. Complaint from Lyminge Bowls Club re tennis balls ending up on their land. Suggestion to be made to LYA to install netting above the tennis court. Additional break-in at Lyminge Village Hall. Cllr Smith to draft letter to KCC re reduction in speed limit in Church Rd and additional road markings. Date of Next Meeting 16th April 2008 7.30pm at Library.

  9. Report from Finance Committee
    Minutes approved. Clerk to contact Frances Nash (scouts) and offer assistance in completion of funding application. All relevant material forwarded to Audit Commission, clerk waiting for confirmation that this settles discrepancies from 2005/06 and 2006/07. Successful meeting (clerk and R.chubb) to clarify account queries. Expenditure item 'Parish costs and Groundwork' is to be combined with 'Fencing' budget and renamed as Maintenance and Groundwork'. Clerk to investigate population differences between Elham/Lyminge to consider precept budget. All costs agreed for Speedwatch funding and contributions from others. Invoice received from PCC and agreed for payment. To be allocated under 'Maint + GrdWk. Budget Ethelburga Well's repair cost are to be accounted against 'Maintenance and Groundwork'. All accounts to be prepared by next finance meeting and ready for Audit Commission by end of May 2008. Clerk has arranged meeting with Elham Clerk to gain advice on all audit matters. Lyminge Village Hall grant application : Support agreed but separate costings required for underfloor heating. Etchinghill Village Hall grant application : Support agreed and offer of £7,500 to be made pending agreement at full council meeting. Application approved at full council, 5 - For, 1 - Abstention. Lyminge Scouts : No application received as yet. Clerk to contact secretary to offer assistance in submission before next finance meeting. 75% assistance in principle. Next meeting 7.30pm 24th April 08 at Library.

  10. Report from Community Warden
    The single yellow line on Canterbury Rd is deterring custom from the two small businesses. The recommendation is for the length of the line to be reduced while still being mindful of safety issues. Reports of anti-social behaviour continue, particularly at Methodist Hall area. Some parents of youths involved have been helpful in deterring repeat offences. The 'dangerous' broken railings on Longage Hill have been reported to Kent Highways. Free fire detectors and fire safety advise is available by calling 0800 923 7000

  11. Reports from Representatives from Outside Bodies

    1. Age Concern : Next trustees meeting on 14lh

    2. Footpaths : Next walk will take place 10am 20th April from Lyminge Car Park

    3. Lyminge Village Hall Management Committee Next meeting 1s April

    4. Etchinghill Residents Association : Meeting has been held re maintenance.

    5. Lyminge Youth Action : Funding, planting scheme and Lyminge Day plans were discussed.

    6. Tree Wardens : Mower and Man Ltd should be requested to chip fallen tree tops on when Tayne Field is dry enough. Work is to be carried out on green at Ethelburga Way to open up the area.

    7. Lyminge Primary School: Board of Governors meeting to be held 1st April.

  12. Correspondence and Documentation Received

    1. Mower and Man Ltd. Quote for repairing fence from LVH gateway to car park £192.74 Quote for repairing perimeter fencing at LVH car park £154.74. Offer accepted.

    2. Funding application from Lyminge Bowls Club £1000 towards the costs of new security alarm. Referred.

    3. Ann Sparkes - confirmation of permission for LPC to use logo.

    4. Paul Tomblinson- complaint to SDC re parking control and fining policy in Lyminge Car Park.

    5. Lyminge Vill Hall - Request that notice be given of development dates on Jubilee field for future fundraising.

    6. Kent Highway Services - Notification of improvements to Bus stops

    7. Kent Police - Replacement road policing officer will be in place prior to PC Sharp's Retirement.

    8. Quote from P. Wilson. Referred to Next GP

    9. R. Baldwin - Concerns over Speedwatch surveillance and request for parish consultation. Reply to be sent.

    10. Allianz - Insurance renewal quote £1012.65 (1st June). Offer to be accepted
