  4. Matters Arising From Previous Minutes for Report

    1. Bins have been installed and map board relocated. Good work by Maxted Ltd.

    2. KALC have advised on reclamation of Council property.

    3. Quote received for double sided board (post office) £1,125.00 +vat. Order to be placed.

    4. Quote from Maxted re. Installation of above £220.00 +vat

    5. Reply from CSI D. Doe re speed watch. Chief Inspector Dobson to follow up.

    6. £250 received from ACRK funding for notice boards.

    7. The Community Warden has met with those responsible for 1 misuse of a quad bike on Tayne Field.

    8. Hedge bounding the sports field, Chapel Lane, Rhodes Minnis has been cut.

  5. Co-Option of New Members
    Letter of introduction received from Mrs R. Bergin. Co-option to be discussed at end of meeting.

  6. Report From Ward Representative

    1. Council Tax rise equates to 4.7% by Shepway DC and 3.9% by Kent CC.

    2. KCC have been awarded 4 stars following recent assessment.

    3. Attended Dover Harbour Board presentation. Freight using port to increase by 50%

    4. KCC lobbying for a toll be charged on foreign lorry freight to assist funding Operation Stack solutions.

    5. Cllr Smith raised concerns re litter along F'stone/Dover A20. Cllr Carey advised reporting the issue. Report from Planning

  7. Report from General Purposes Committee

    1. Advice from Trevor Skelton. Sub groups can be formed to deal with priority projects. Software can be accessed via Trevor to find necessary funding for projects. Apply to CIRK for Speed Watch equipment. New initiatives involving temporary speed restriction signs are used elsewhere. Investigate low level solar lighting for Tayne Field. Re-investigate neighbourhood watch links. Improve communications via web site. Contact Simon Dolby for info on Kent Walking Buses.

    2. Cllr Smith will pursue alternatives for Broadstreet House footpath.

    3. Clerk to gain 3 quotes for repairs to the Well and advice from AONB and English Heritage.

    4. Sites need to be verified with PC Sharp for speed watch locations. Reply needed from CSI D. Doe.

    5. Request to Mower and Man to clear weeds either side of Well Wall and repair Village Hall fence.

    6. Cllr Manvell to speak to Michael Heath for advice on Etchinghill speed restrictions.

    7. Relevant tasks noted by Community Warden for Community service working groups.

    8. SDC Development Plans - Cllr R. Chubb to action.

    9. Cllr Smith to draft letter to bus company re damaged bus stop,

    10. New proposed LYA/LPC meeting dates. To be agreed.

    11. CW to report back on dangerous railings on Longage Hill.

  8. Report from Finance Committee

    1. Decision to support approx 75% of Scout Group's costs. Application form to be forwarded by clerk.

    2. Etchinghill Village Hall application deferred pending additional information.

    3. Clerk to supply management accounts monthly and to work with Cllr R. Chubb to clarify accounts

  9. Report from Community Warden

    1. Continuing problems with youths and unsociable behaviour. Action to liaise with families.

    2. Request to report all information (discarded bottles etc) to assist in gathering evidence.

    3. Dog fouling continues to be a problem especially on Tayne Field. Report all instances witnessed.

    4. Neighbourhood Watch Co-ordinator has been invited to full council meeting in April.

    5. Advises to form sub-committee to deal with speed issues. Gated entrances are effective.

    6. Support for continuation of Lyminge Youth Action as pro-active community group.

  10. Reports from Representatives from Outside Bodies

    1. Age Concern
      Fundraising training attended on 14th Feb. A quiz night has been held and a collection at Euro Tunnel. Four more training dates in March. Next trustee's meeting 3rd March. New volunteer bus driver found.

    2. Footpaths
      Parish walk took place 17th Feb. 9 walkers, 5 miles in 2.5 hrs. Next walk on 16th March 10am Lyminge Car Park. Additional walks have been discussed, possibly Children's walks and Lyminge Friends walk. TBA. Cllr R. Chubb to monitor state of footpath up hill from Greenbanks.

    3. Lyminge Village Hall Management Committee
      No report. Cllr Hunnisett to report after next meeting.

    4. Etchinghill Residents Association
      Positive reaction to Speed Watch developments, 5 volunteers gained. Farmer has seeded field behind Meriden Park to improve drainage. Proposal for hard standing to be installed to be used as a multi-sports area so that some of the acquired funding can be used.

    5. Lyminge Youth Action
      Unsuccessful in funding application to Shepway Community Chest. A new Action Plan is being formulated for completion of the full project. Successful sponsored walk on 16th Feb attended by management committee, young people and their families.

    6. Tree Wardens
      BTCV training attended 29th Jan on tree identification in winter. 'Summer Tree ID' course to be attended 3rd June and 'Hazardous Tree' course 4th October. Evening talks to be attended in Ashford.

    7. Lyminge Primary School
      Pastoral meeting attended 7th Feb. Next meeting 2nd April. Board of Governors meeting 1st April.

    8. Parochial Church Council
      The Earthquake damage is now repaired. Cherry trees overhanging church Cottages have been pollarded. There will be a Good Friday procession. Dean Hayward is keen to have the organ replaced and is planning organ recitals to raise funds. Churchyard maintenance is to be funded via the council 'Groundworks' budget. Cllr R. Chubb noted that Shepway DC shouid be given notice re. tree work

    1. KALC Planning Information Day Sat 15th March 2008.

    2. Request from French scout group for camping area.

    3. Lyminge Bowls Club - not applying for funding at present.

    4. Invite to KCC Shepway Local Board public meeting 4th March 2008.

    5. Offer from The Romney Marsh Visitor Centre.

    6. Notification of Shepway Economic Regeneration Strategy (web)

    7. Enjoy England publication.

    8. KCC grounds maintenance contract 2008 (contract accepted, clerk to return form)

  12. Other Matters for Discussion

    1. Article in The Times reporting that councils are instructed to make it more difficult for public to make contact. Cllr Carey had no knowledge of this.

Additional Notices

  • The Parish Council is planning to purchase 'Speed Watch' equipment, so that traffic speed can be monitored in approved 'problem areas' throughout the parish. The system is a very pro-active community based tool, enabling motorists to become more aware of their speed. Details of regular offenders will be reported to the centralised Kent Police database, followed by official notification of the offences. The Scheme requires approx 9-12 volunteers (aged 18 and over) to share the monitoring duties. This would involve a few days each, every few months. Full training will be given and volunteers will work in groups of two or three.

  • A group of Archaeologists are planning to carry out further investigations in the parish during the summer. They are looking for a suitable place to camp while they are working here. There will be approximately 35 members in their group and are ideally looking for some land with access to a water supply (Toilets and showers would be great if possible!)

  • The Council would be very interested to hear from anyone willing to become a member. As detailed in the above minutes, there is a wide variety of tasks to be involved in. Contact the clerk for more information or write a letter of introduction to the council, detailing relevant skills and your interest in parish work. The more members on the council, the more can be achieved!
