Minutes of Meeting held on Monday 28th January 2008

  4. Matters Arising From Previous Minutes for Report
    1. Three parishes are interested in shared purchase of the Speed Watch equipment.
    2. Notification from Kent Highway Services that there is no funding for additional speed restriction measures in Etchinghill. Costs in the region of £2,500 will have to be found by the Parish Council.
    3. Reports from Ward Representatives
    4. Shepway DC is keen to improve their rating following the current re-assessment.
    5. The Lydd Airport planning application is significant enough to be considered by the full District Council. The corresponding notes can be viewed by any interested parties.
    6. The Garden Waste scheme must be paid for by those choosing to continue utilise the service.
    7. Kent CC is also undergoing assessment and is working hard to maintain their 'Excellent' status.
    8. The Kent Freedom Pass will be used more widely Allowing 11-16yr olds to purchase a subsidised bus pass, valid on all services at any time for £50
    9. It is planned that 'Zip Usage' will be used on the M20 to alleviate Operation Stack traffic problems.
  5. Report from Planning, Applications Received:
    1. Y08/0025/SH Dolphin Cottage, Rectory Lane Lyminge
      Erection of detached 2 storey dwelling with additional roof space and detached annexe building on 2 floors to rear
    2. Y08/0077/SH Bullimore Motor Repairs, Westfield Lane, Etchinghill
      Outline application for redevelopment of existing industrial site with erection of six detached dwellings and two workshop units together with formation of lay-by passing place in Westfield Lane
    3. Y08/0024/SH West Wood House, Green Lane, Rhodes Minnis Erection of a detached double garage
    4. Y08/0054/SH 26 St Marys Close, Etchinghill
      Crown reduction of a Whitebeam, subject of a tree preservation order no. 15 of 1995
  6. Report from General Purposes Committee
    1. Additional costs of £10,000 are to be incurred with the proposal of the footpath at Broadstreet House. Alternative solutions will be sought.
    2. SDC Tree Officer advised no action needs to be taken regarding trees along Ethelburga Grove.
    3. The notice board at Etchinghill Village Hall will read 'Lyminge Parish Council'. The council will meet half the cost of a plaque displaying 'Etchinghill Village Hall'.
    4. Quotes will be sought for the repair work of Ethelburga Well. A copy of the structural engineer's report is to be sent to Kent Highways.
    5. Representatives will attend the Speed Watch equipment overview.
    6. Local craftsmen will be sought for quotes for parish finger posts.
    7. The new parish web site training, offered free of charge by KCC was attended by the clerk.
    8. Mower and Man Ltd are to go ahead with the clearing of the fallen tree on Tayne Field.
  7. Report from Finance Committee
    1. The next finance meeting is to be held at Lyminge Library at 7.30pm on 14th February.
  8. Report from Community Warden
    1. A new Police Support Officer has been assigned to the Parish.
    2. The Crime Support Unit will facilitate better communication with Police.
    3. The Community warden would support plans to install a CCTV system to the rear of the village hall.
    4. The Probation Service has requested details of work that could be undertaken by work groups.
    5. The Community Challenge Cup (football) will be held in Capel this year. Date TBA.
    6. Misuse of motorised bikes and quads continues. The warden will meet with those responsible.
  9. Reports from Representatives from Outside Bodies
    1. Age Concern
      The Trustees meeting was held on 7th January, with the next planned for 3rd March. Planning permission has been approved for the conservatory and a new application submitted for the conversion of a flat
    2. Footpaths
      16lh December, 12 walkers, 5 miles in 2 hrs. 20th January, 7 walkers, 5 miles in 2 hrs. Next walk on 17th Feb, 10am in Lyminge Car Park.
    3. Lyminge Village Hall Management Committee
      A very brief meeting was held in early December.
    4. Etchinghill Residents Association
      Shepway DC confirmed light at bus stop will be replaced. Next meeting 21s1 February.
    5. Lyminge Youth Action
      LYA are awaiting responses to applications for additional funding. The mounded soil at the edge of Jubilee Field is to be planted with hedging and wild flowers. A Valentine's Sponsored walk will take place on the 16lh February. Lyminge Day Skate demos will be arranged. A new fence will be installed.
    6. Tree Wardens
      BTCV training will be attended in Wye, on tree identification in winter.
    7. Lyminge Primary School
      At the meeting on 22nd January the actions discussed at the last GP meeting concerning traffic control were welcomed.
    8. Parochial Church Council
      No report due to absence of representative.
  10. Correspondence and Documentation Received
    1.  Second letter from Lyminge Bowls Club.
    2. 4 letters of objections to planning application in Rectory Lane.
    3. Letter of complaint concerning misuse of pedestrian ramp, Barton Field.
    4. 'Communities and Local Government' orders and regulations.
    5. Public Relation Executive for Lydd Airport, confirming Councils opinion of proposed development.
    6. Concerns from residents concerning the safe usage of the pedestrian crossing on Station Road.
    7. Alan G. Alton, Hedge Bounding Sports Field at Rhodes Minnis, Chapel Lane side not cut.
  11. Other Matters for Discussion
    1. New letterhead approved.
    2. 29th February is the deadline for forwarding views on Shepway Local Development Plan
    3. KAPC advice to be sought on reclamation of Parish Council property
    4. Invoice to be sent for the hire of Jubilee Field to football team.
    5. Apologies from Cllr Susan Carey for next meeting due to prior engagements.

Additional Notices

  • The Parish Council is planning to purchase 'Speed Watch' equipment, so that traffic speed can be monitored in approved 'problem areas' throughout the parish. The system is a very pro-active community based tool, enabling motorists to become more aware of their speed. Details of regular offenders will be reported to the centralised Kent Police database, followed by official notification of the offences. The Scheme requires approx 9-12 volunteers (aged 18 and over) to share the monitoring duties. This would involve a few days each, every few months. Full training will be given and volunteers will work in groups of two or three.

  • A group of Archaeologists are planning to carry out further investigations in the parish during the summer. They are looking for a suitable place to camp while they are working here. There will be approximately 35 members in their group and are ideally looking for some land with access to a water supply (Toilets and showers would be great if possible!)

  • The Council would be very interested to hear from anyone willing to become a member. As detailed in the above minutes, there is a wide variety of tasks to be involved in. Contact the clerk for more information or write a letter of introduction to the council, detailing relevant skills and your interest in parish work. The more members on the council, the more that can be achieved!
