Minutes of Meeting held on Monday 10th December 2007
At Lyminge Village Hall

Present: Cllr Ann Baldock (Chair), Cllr Marian Chubb, Cllr Richard Chubb, Cllr Niki Hunnisett, Cllr Colin Manvell, Cllr Derek Smith, Pam Wooding (Clerk)

  1. Apologies for Absence

  4. Matters Arising From Previous Minutes for Report
    1. Maxted Construction Ltd has been contacted re. siting of new bins. Clerk and Cllr R. Chubb to meet at Lyminge car park at 9.30am Wed 12th Dec. Also to ask them to relocate 2 old bins, 1 at new surgery bench and 1 at Etchinghill Village Hall, install 4 new bins and quote for installation of 3 new notice boards.
    2. KCC Highways need to be involved for the siting of the notice board at the Post Office. An approved contractor must obtain a license and carry out the work. Clerk, Cllr R. Chubb and Cllr Baldock to meet A&D Construction on site on Thursday 13th Dec at 1pm.
    3. Shepway DC advised the council should hire a structural engineer to make an inspection and draw up report of necessary work at Ethelburga Well. Christopher Hore will make his site visit on 10th January at 8.30am.
    4. If the Parish Council is to assume full responsibility for the new facilities on Jubilee Field then the area will automatically be covered by the present public liability insurance at no extra cost to the premium. A meeting is to be arranged between the council and LYA to discuss a management agreement to make provision for securing of funds to look after the facilities in the future.
    5. Clerk to contact Elham Parish Council to obtain information on 'Speed Check' equipment and suggest shared purchase and use between the two parishes.
  5. Reports from Ward Representatives
    Ward representatives absent, but Cllr Carey had expressed Good Christmas wishes to all.
  6. Report from Planning
    1. Approved with Conditions
      16 Mount Pleasant Close, Lyminge. Crown reduction of 30% to one Ash Tree.
    2. New Applications Received
      1. Claremont Brady Road, Lyminge. Erection of a 7.5 metre high, 3.5 metre diameter freestanding wind turbine (unanimous decision by Council to make objection to SDC Planning Dept on grounds of size, noise and safety.
      2. The Pines Canterbury Road, Lyminge. Erection of a detached double garage following demolition of an existing garage.
      3. 16 Silverlands Road. Lyminge. Erection of single storey side extension and front porch
  7. Report from General Purposes Committee
    At the GP meeting held on 21st November Cllr Smith was proposed and seconded to be Chair of General Purposes Committee. Cllr Manvell was proposed and seconded to be Vice Chair of GP. The committee voted all in favour. The next GP meeting will be held on 9th January 2008
  8. Report from Finance Committee
    1. At the Finance Meeting held on 29th November 2008 (attended by Cllrs M & R Chubb, A. Baldock, D. Monk, C. Manvell, N Hunnisett) it was proposed and seconded that Cllr D. Monk should be Chair of Finance committee. It was proposed and seconded that Cllr R. Chubb should be Vice Chair of Finance.
    2. The 2008/2009 budget was discussed at length and the precept was set at £26,000. Following discussion the Finance Committee voted in favour of arranging to pay Clerk's wages by monthly direct debit for 10hrs/week @ £8/hr. All additional hours worked will be settled by cheque payment at the end of the month.
  9. Report from Community Warden
    Community Warden absent, but encouraged all reports/news to be forwarded to him
  10. Reports from Representatives from Outside Bodies
    1. Age Concern
      Cllr M. Chubb attended training at Aylesford Priory on 30th November.
    2. Footpaths
      Next parish walk to be on 16th December, leaving Lyminge Car Park at 10am.
    3. Lyminge Village Hall Management Committee Meetings will recommence in January 2008.
    4. Etchinghill Residents Association
      The Etchinghill Residents Association is merging with the Etchinghill Village Hall Management Committee. The Etchinghill groups expressed gratitude to the council for the decision to supply a new oak notice board, to be sited at the Village Hall.
    5. Lyminge Youth Action
      Cllr Hunnisett was appointed as the new liaison member for Lyminge Youth Action.
    6. Lyminge Primary School
      There are safety concerns due to the large volume of traffic at the beginning and end of the school day. Cllr M. Chubb will make full report at next GP meeting.
    7. Parochial Church Council
      Report of a reasonably successful St Nicholas Fayre on 8th December, raising approx £2000. A quarterly contact sheet is to be created to inform all of updates.
  11. Correspondence and Documentation Received
    1. Lyminge Pre-School Funding request £500 outdoor play area, £450 waterproof suits.
    2. Campaign to Protect Rural England invite to become members

    4. Lyminge Primary School Invite to Nativity and Carol Concert
    5. Lyminge Village Hall WC Refurbishment Grant request £7,500.
    6. Request from PCC for council to consider funding application to the Church.

Additional Notices from the Council

  • The Parish Council has reviewed progress with the items raised in the Parish Plan a few years ago and is content that things are moving ahead. Everything cannot be done at once though and some items will take a number of years to come to fruition.

  • Issues about road safety and parking were examined at the last General Purpose committee and approaches will be made to KCC Highways to modify speed limits and parking restrictions on part of Church Road close to the school. Mostly though, the problems result from too many parents driving their children to school, and most of the problems only pertain for a short period in the morning and evening. There is also a reluctance to comply with the existing parking regulations in the vicinity of the school. The Council will discuss the problem with the Primary School governing body and the Head Teacher to try to improve matters.

  • In order to reduce the speed of vehicles through the Parish, on Station Road, Brady Road, Etchinghill and other areas, the Council is examining with other nearby Parishes, the purchase of portable speed monitoring equipment.
    A footpath past the front of Broadstreet House is being actively pursued, but potential costs for the parish are rising alarmingly.

  • The next full council meeting is on 28th January at Etchinghill Village Hall. The councillors are still looking for support and anyone wishing to be considered for co-option to the council should contact Pam Wooding, the clerk, to discuss the responsibilities and commitment.
