"Dear Editor
I have every sympathy with the person who wrote the
article in May's edition of the newsletter regarding the
tyres they obtained for a children's fun weekend and
then found they could not dispose of them. As waste
disposal forms a small part of my income, I know the
problems some waste causes. When you 'phone the
Environment Agency, who created the control of pollution
act in 1989 to combat fly tipping and control the
movement of waste, they will tell you they have no idea
where to dispose of tyres. This is the agency set up to
help people dispose of such items! You can take them to
ATS in Cheriton who will charge 80p + VAT for disposal
of each tyre, a fact the environment agency should know.
Similar problems have arisen with 'fridges and freezers.
The public are allowed to take these items to Hawkinge
or Shorncliffe recycling depots for disposal but not
commercial items such as glass fronted coolers etc.
These have to go to Lings Metals of Canterbury at a cost
of £38 per item. This has, of course, created the
problem where people think it is far easier to dump
their 'fridges and car tyres in every lay by and waste
ground.
We had the same problem until a few months ago with cars
being dumped everywhere. The price of light iron scrap
fell to a two year low and the scrap dealers were
charging £24 - £40 to scrap your car. Now of course,
scrap prices, due to the Chinese building huge
skyscrapers, demand for steel has outrisen the supply.
This has now resulted in every 'Del boy' in the country
changing his cards in shop windows. They used to read
"Scrap cars taken - £25 - £40". Now they read "Scrap
cars taken free" because they can get £19 per tonne at
the scrap yard. At least we don't have vehicles
cluttering up the lay bys."

Just a quick note about the stream and surrounding area.
Since it's been cleaned up, the level of litter and
rubbish has dropped dramatically from one month to the
next. From three black bags foil to barely a carrier bag
full! That's interesting isn't it? Sort of hoped this
would happen. Now it's clean, I think people want it to
stay clean.
Another interesting point is that just lately we seem to
be getting a lot of enquiries about doing the grass
verges outside people's houses that are the
responsibility of the council and haven't been done for
months. Unfortunately we can't touch them without some
form of prior permission."

DISTRICT COUNCILLORS ATTEND
The Parish Council welcomed Cllr Susan
Carey, a regular attendee and Cllr David Monk.
Representations were made by the Parish Council
requesting support for the campaign to keep our public
toilet open in the village of Lyminge and expressions of
our dismay at the rate at which the District Council Tax
has been set.
Cllr Carey reported that almost 20,000 signatures had
been presented to the District Council this should be
seen as a clear reflection of the strength of feeling
throughout Shepway. Cllr Monk was thanked for his
efforts along with Mr & Mrs Broadley from the newsagents
in opening and maintaining the Lyminge Public Toilet
after Shepway closed it. Since our May meeting we have
learnt that Shepway is to open all Public Toilets in the
District. After a show of community spirit in our Parish
we are glad that pressure from voters has forced a
change of direction from the Liberal administration.
This however is only a temporary measure and scheduled
to be reviewed by Shepway.
Cllrs also raised questions regarding the amount of
money that appears to be allocated to traffic calming
projects around Shepway. Years of requests by the Parish
Council for measures in our area have been ignored. Cllr
Carey and Monk agreed that they would investigate and
try to secure improvements for the Parish.
It was also reported that although we were included as a
"High Priority" in the Shepway Joint Transportation
Board, Rural Schemes for works to be carried out this
year we have again been deferred. The programme stated
that Lyminge was scheduled to receive £20,000 on,
"Pedestrian crossing improvement, possibly a zebra
crossing, and a gateway on southern approach". Yet again
we were almost there but the needs of Folkestone and
projects like new cycle lanes that lead nowhere in
Shorncliffe Road was given our rightful share of
resources!
The Parish Council will continue to make representations
to try and secure traffic calming measures for the area.
We are also consulting with other Parishes in the Elham
Valley to seek agreement to see a 40-mile per hour speed
limit from Hythe to Elham.
AGE CONCERN
It was reported that the move to
Nailbourne Court to improve services would be cancelled
due to Shepway District Council financial crisis. Again
rural areas seem to suffer the brunt of financial cuts.
Shepway have suggested that Age Concern take on the
whole of Everest Court and whilst they expect Shepway
Social Services to fund the extra cost Kent County
Council have refused to increase their funds. It was
noted that the extra cost to the District and County
should Age Concern close would be far greater than the
extra funds required. Some statistics were requested on
the service users and the Parish Council agreed to hold
talks with Age Concern to investigate how the issue of
funding could be resolved.
FOOTPATHS
Representations by the Parish Council to
request the installation of a footway outside
Broadstreet House Lyminge to improve safety for inter
village pedestrians have been made. Shepway have
indicated that this is not seen as a priority and
although the relatively low cost of £4,000 has been
quoted we are unlikely to see this actioned. Again we
will continue to insist that this is a safety
requirement and should be made safe as soon as possible.
Meanwhile we request that you take care when using this
part of the road both as a pedestrian and as a driver.
The dangerous entrances/exits on the footpaths at
Etchinghill and Longage Hill were still under
consideration but it has been indicated that the Longage
Hill one is only likely to be considered. We will again
maintain our representations on your behalf.
For those who are not aware our footpath officer
arranges a parish walk on a monthly basis (weather
permitting) full details in next months Parish News.
PARISH COUNCIL GRANTS
The Parish Council allocates a number of
modest grants each year to support different groups and
societies that represent the population of the area.
Each application is received and debated at The Finance
Committee and then any recommendations put to the full
Parish Council for approval. To ensure that all
applications are treated fairly and consistently the
Finance Committee agreed that a standard application for
grants would be issued to any group or organisation
seeking support.
With the start of a new financial year
we would welcome applications for the year 2004/5. We do
not guarantee that all funding applications will be
successful but would recommend that applications be
submitted early, as allocated resources are limited.

VILLAGE OF THE YEAR
COMPETITION
The Parish Council called upon the
Lyminge Association to help with the entry to this
year's competition. The Association agreed and Liz
Coleman lead the submission assisted by Cllrs Floyd and
Foxton. Liz Colman, Cllr Floyd and Eileen Hall met with
competition inspectors to champion Lyminge as an
excellent place to live with a real community spirit. We
can only await the results so fingers crossed!

evenings but the owners, Patricia Gibb and
Amanda Harris-Deans, have granted to the Society
an Exclusive Visit enjoy Guided Tours of both

much of which dates back to the 14C, but with an
added grand neo-classical facade, with parkland
and gardens, has been restored and presents a
wonderful opportunity for lovers of fine country
houses and garden enthusiasts to enjoy in the
company of these two ladies. Members are invited

Ethelburga Quilters
Although we normally undertake projects which
involve machine piecing and quilting, this
month's workshop is about drawing feathered
quilting patterns and hand quilting techniques.
The finished item will be a hand-quilted cushion
cover. Anyone who would like to join us for this
workshop will be welcome. You will need to bring
a piece of plain cotton fabric (two or three
inches bigger than the finished cover front),
some wadding the same size, and some backing
fabric. A pencil (and an eraser!) plus the usual
sewing kit are also required. Please bring a
packed iunch, but tea and coffee is provided. We
meet at Lyminge School from 10.00am - 4.00pm and
the cost for the day is £7.50. Liz Coleman

Lyminge Handbell Ringers
The Lyminge Handbell Ringers are now back in
action after a busy spring rehearsal programme.
So if you need charming traditional music for a
special local occasion, played on refurbished
handbells, piease contact us. We now have a
larger repertoire than ever before, including
music written in the 16th Century and earlier,
previously not piayed on handbells. Weekends and
evenings only please and with as much notice as
possible. All we need is a large table and a
minimum donation of £35, which goes to The

GARDEN TIPS FOR JUNE
Provided by the Lyminge Gardeners Society
Not so much a tip as a plea. With so many
people working full time these days gardening
and DIY have to be done at weekends and
evenings. However could Sunday afternoons in
Lyminge be declared noise free, no mowers,
strimmers, banging or revving (weeding, painting
and wallpaper hanging allowed). We can then sit
peacefully in our gardens enjoying the results
of all the hard work and money we have lavished
on our plot be it big or small.
Lyminge Bowls Club
Our pavilion has at least three things
which other similar venues may not have.
The first is a fully licensed bar with drinks at
'club' prices. The second is the stunning
countryside views. The third is YOU, your
family, friends or club mates who appreciate a
quality venue for your special events.

Ever thought of trying Bowls?
Lots of us have and we have found it was among
the best things we have ever done! Now it is

Etchinghill WI
Our meeting on the 20th April had a good
attendance when the speaker, Mr Wilks, gave an
interesting talk with slides on the wi!d
creatures and flowers in the countryside. Two
ladies received birthday posies. We had a number
of entries for our competition, a small blue
flower arrangement. It was very difficult
judging them. As usual our tea ladies were on
form and we all enjoyed a lovely tea.
On 18th May we will be having our resolution

Rhodes Minnis Evening Circle
May Report
This month's meeting was our AGM, following the
reports of both the Treasurer and Chairperson we
had a very successful year in all aspects of the
Circle having an interesting year of very
diverse speakers. The subjects ranged from the
ancient craft of spinning, local history and
coping with deafness.
The Competition Cup was won by Joan Tutton.
We have an even more interesting and
wide-ranging collection of speakers planned for
next year ranging from guided tour of Blean
Woods, a visit (in spirit to Aphrodite's
island). We even have a lesson in Water Colour
Painting arranged. This is suitabie to those of
us who have not had a paint-brush in our hands
since schooldays, we are told there is an artist
in all of us - it will be fun to find out!
Next month's meeting is an open meeting with a
visit to Blean Woods Nature Reserve where, under
the guidance of Michael Walter, we will be
looking for Nightingales and Glow-worms.
Members and visitors are requested to meet at
the Rhodes Minnis Village Hall at 6.30pm when
directions and lifts (for non-drivers) will be

Lyminge Dramatic Society - Summer
Variety
Regrettably, we have had to cancel the Variety
show which was planned to tour during the month
of July. However, the good news is that we will
be putting on our next play, The Ghost Train, at
Lyminge Village Hail from 24th to 27th November.
This is a comedy thriller which will have you on
the edge of your seats! The Society is keen to
financially support Lyminge youth and to this
end we would like to recruit a leader for a new
youth Drama Group. The role would interest
someone who has experience in providing drama
teaching or tuition particularly to young

Youth Council Project
The Lyminge Youth Council would like to
say a big "Thank you" to Eileen and her friends
for organising a jumble sale in her garden. A
grand sum of over £600 was raised for the youth
project. You really are a star Eileen! Not on!y
did you help raise the money but it was also a
great Lyminge event.

school whilst being supervised by trained &
experienced staff. Sessions are weekdays during
term time at Lyminge Village Hall from Sam to
either 12 noon or 1pm. We have recently expanded
our sessions to 2.45pm on Tuesday, Wednesday,
Thursdays and Fridays These expanded places are
funded by the European Social fund. Packed lunch
should be provided if you child stays to either
1 pm or 2.45pm. Current standard session to
12.o'clock is £6.75, to 1.00pm £9.00 and 2.45pm
£13.00. Fees for funded children - 12 noon to
1.00pm £2.25, and from 12.00pm to 2.45pm £6.50.
Children may start at 21/2 years old, preferably
toilet trained. The pre-school is a member of
the Pre-School learning Alliance & meets
standards set by K.C.C. and OFSTED. The most
recent, excellent Ofsted report stated, "in this
thriving playgroup the children are making good
progress towards the Early Learning •, Goals.
There is a strong partnership with parents and
carers which contributed positively to the
children's good progress". We also have a very
close liaison with the local primary school.

AGE CONCERN ELHAM RURAL
The Pensions Service will be at the Jubilee Day
Centre, Everist Court, on Wednesday 23rd June,
Monday 19th July, and Monday 23rd August between
10am and noon to provide advice and information
on all aspects of Pensions and Benefits.
On Saturday 10th July, the Parish Church,
together with Age Concern Elham Rural, are
holding a Summer Concert in Lyminge Parish
Church. Ail proceeds are to be shared and
tickets cost £3, including refreshments, and can
be purchased from members of the choir or from
the Day Centre.
Due to the unfortunate flood within the Day
Centre at Everist Court, Shepway District
Council have given us the opportunity to extend
our services within the building rather than
relocating to Nailbourne Court. We are delighted
to take up this offer and we are in the process
of planning the development. We will be happy to
keep you informed as to progress when we have
further information.
We are looking to recruit a volunteer driver to
join the rota to assist in bringing clients to
the Day Centre. Anyone over 25 years of age,
with a full Driving Licence and the confidence
to drive our minibus will be most welcome.
Mileage expenses to and from the Day Centre will
be paid.
Etchinghill Residents Association
A successful 'Safety Surgery' was held recently
with many folk calling in & a lot of support
from those who took part. One of the many
'messages' that arose was that we need to hold a
Safety Surgery more frequently. With a view to
this, another meeting is planned for the Autumn
when we hope to arrange separate specific times
for the youth in the village & the adults, lan
Norman, Community Warden and his colleague,
Trevor Moody, Hawkinge Project Officer, have
agreed to become part of the Residents Committee
and are quite happy to meet confidentially with
anyone who wants to voice their concerns over
arty matter, lan and Trevor stressed the need
for a Neighbourhood Watch representative in
Etchinghill. It really works as many problems
can be nipped in the bud.
The Etchinghill Web site is continuing and our

first draft, so watch this space.

Lyminge Gardeners Society
On Tuesday 22nd June the group will visit the
garden of Mr and Mrs Fagg at Arpinge Farm,
Arpinge. On retirement the farm was sold but the
couple retained 3 acres which they have
transformed into a wonderful garden with mixed
planting overlooking the North Downs. Be at
Arpinge at 6.45pm or the Library car park at
6.30. The cost will be £2 inclusive of
refreshments to go to Mr and Mrs Fagg's chosen
charity.
Guides and Scouts
After a very successful fundraising venture,
when the Guides and Scouts put on their variety
show, they have now been able to send CANCER
RESEARCH £448.07. The rest of the profits have
been shared out between the Rainbows, Beavers,
Brownies, Cubs, Guides and Scouts,
