News from the Parish Council

New council
As reported last month, a number of long-serving parish councillors stood down at the end of the last session of the council, which ended in May. In their place we welcome four new members of the Parish Council: Anthony Johnson, Catherine Hughes, Julie Murphy, and Hannah Zaidi, as well as our new clerk, Julie Bailey.

There are still two vacancies on the council, one for Lyminge Ward and one for Etchinghill Ward. Several people have already expressed an interest, and as a result there will be a by-election. Details, which will include information about how to get nominated, will be posted on the parish notice-boards. In the meantime, if you'd like to know more about being a parish councillor you can contact Derrick Hamer, the Chairman, on 863182, or James Butcher, the Vice-Chairman (details below).

As well as regular monthly meetings of the council as a whole (which anyone is welcome to attend), there are sub-committees which focus on different aspects of the Council’s responsibilities:

The General Purposes sub-committee considers matters to do with the fabric of the parish – stiles and footpaths, drains and streams, trees, and the land which the Parish Council owns (like the allotments at Rhodes Minnis). Patsy Phillips chairs the General Purposes sub-committee and she can be contacted on 862983. If you have a query about footpaths you can contact Bernie Woods, the Parish Council's footpaths officer on 862053.

The Planning sub-committee considers all planning applications from the parish, and makes recommendations to Shepway District Council before they make their decisions. Pippa Hope chairs the committee and can be contacted on 862115.

The Finance sub-committee considers requests for grants, and recommends a budget and precept (that element of your council tax which goes to the Parish Council). Glenn Floyd chairs the committee and can be contacted on 862732.

Village Hall car park
A number of people have expressed their concern about the homemade bike ramp in the Village Hall car-park, and the risk that in the mêlée of bikes, cars, and children someone will get hurt or a car or bike get damaged. These days you can’t help but be aware of the risk of claims for damages when things go wrong. Whilst the Parish Council has a Public Liability insurance policy, we have to make sure that our facilities are being used for the purpose for which they are designed, otherwise any claim could be met directly by the Parish Council – which, of course means through all of us in the parish stumping up. Our view is that the bike ramp can’t really be considered a safe use of the car park. That said, we’re impressed by the ingenuity that went into constructing the ramp in the first place, and of course recognise that biking is a great activity. Some of the Village Hall Management Committee met recently with some parish councillors, and Steve Ivory, our local policeman to sort out what to do with the ramp: for the time being we’ve moved it off the car park, while we look at what possibilities there might be for more permanent facilities. We’re also setting up a meeting for any young people who want to express their views about the sorts of facilities they’d like to see in the parish – and to help create them. And the Parish Plan (see below) will have a group looking at this area.

Reminders
A reminder that parking on pavements is a traffic offence, which may attract the attention of the police. The parish council has received a number of complaints about the obstruction caused in this way.

A reminder that trees on Tayne field shouldn't be cut or pruned, nor should bonfires be lit on Tayne Field: both the trees and the land belong to either the Parish Council or Kent County Council. A number of trees along the stream have been damaged in this way, and we are seeking Tree Preservation Orders to protect them.

Floral displays
Following the planting of bulbs along the bank at Broadstreet, the Parish Council have placed a trough at the corner of Greenbanks for all to enjoy. Many thanks to Ann and Jeff Bulldock of Bridge Nurseries, who have planted it up at no expense to the parish, and will be replacing the summer flowers with spring bulbs in due course.

Parish Plan
As you might have seen in previous newsletters, we are in the early stages of developing a plan for the parish and all the communities within it, from Wheelbarow Town, through Rhodes Minnis and Lyminge to Etchingill - and all the places in-between. At the moment we’re looking for more people from across the parish to get involved. We’re planning a series of meetings in the Autumn to find out from as many people as possible their views about priorities for the future.

On Monday 23rd June the Village Hall Committee and the Parish Council had a very successful meeting with about 25 of the BMX bikers and skateboarders who have been using the ramp in the village hall car park. We discussed the idea of a skate park in the village and suitable locations (i.e. not in the car park!). More details to follow …….


Summary of Public Meeting about the future of the Parish Church,
held at the Village Hall on 11th June 2003.

The public meeting was chaired by the Archdeacon of Canterbury, the Ven. Patrick Evans, and attended by 37 people. The purpose of the meeting was to facilitate open discussion about how the PCC, the congregation and the wider community of Lyminge envisage the future of the Parish Church. To this end, the meeting did not consist of an exchange of prepared proposals and counter-proposals, but was instead a collective clarification of which problems the Parish Church faces, and a subsequent discussion of a number of possible solutions to these problems. The Rector informed the meeting that no definitive decisions had yet been taken, and that no clear proposals or drawings had been presented to the Church and/or other authorities for planning permission. However, English Heritage, the Victorian Society and Shepway District Council have all been consulted. The public were also reassured that the organ would remain functional and in its current place for the foreseeable future.
Broadly, three areas were discussed. Firstly the requirements of modem worship, and to improve access to the building itself in order to comply with the requirements of the Disability Discrimination Act and Health and Safety. Secondly, the difficulty of not having a Church Hall (which would normally fulfil the functions of catering, performing, meeting, celebrating, socialising, and administrating). Thirdly, the lack of money to retain a Rector at Lyminge, to maintain the fabric of the building in the longer term and to run the church week by week.
Some possible solutions were discussed that would address these problems, some of which were put forward by the Rector on behalf of the PCC, others of which came from members of the public. Careful note was taken by the PCC of all points discussed. A brief summary of the solutions discussed is as follows:

The requirements of modern worship
In order to provide worship which caters for a variety of needs, it is proposed to create more space in the chancel by removing the choir stalls. In addition, it is proposed to remove the pews in order to create a more flexible and comfortable seating arrangement, and provide a better space for cultural events, and occasions such as prayer groups and spirituality courses.
There was much discussion with regard to the pews. Clearly some parishioners would be happy see them go, while others felt strongly that they should stay. Although this point was not resolved at the meeting, a number of compromises were suggested such as re-cycling the present pews, or removing only some of the pews. When the Archdeacon asked for a show of hands from people who were definitely opposed to some of the pews being removed, 3 people responded.

With regard to access for the elderly and disabled, a number of ideas were put forward, such as improving access via the lane that leads to Kent Cottages and creating a path to the north door, diminishing the gradient by excavating ground at the south door, or laying a path across Church Field so that people could gain access to the church from the Village Hall car park up the slighter gradient.

The difficulty of not having a church hall

The PCC is currently looking into the possibility of purchasing an alternative property to Lanfranc in the centre of the village in order to bring the church closer to the heart of the community. A facility of this kind would fulfil a number of the functions of a church hall mentioned above, and is considered by the PCC to be a more viable option Should the space available not be sufficient, alternatives would be to create a meeting space in the tower by raising the ringing chamber and adapting the vestry extension in order to include better catering and toilet facilities within the church building.
There were some suggestions that more use could be made of the Village Hall for church functions. It was also suggested that such an alliance would benefit both the Village Hall and the Parish Church.

The problem of money
The PCC are always trying to find new ways to encourage people to experience spirituality. If the congregation were to grow then this would, no doubt, help to alleviate some of the financial difficulties. At the moment, a restricted income affects what can be done in terms of worship, outreach, facilities and repairs undertaken to the church building itself.
The setting up of a 'Friends of Lyminge Church' society would reach beyond the regular congregation and out into the community for financial support. The idea was widely shared that a great many parishioners who are not members of the regular congregation still appreciate having a beautiful old parish church. This could be for aesthetic reasons, historical reasons, social reasons, occasional worship, solitary reflection, or to attend special events such as weddings, christenings and funerals, as well as special services such as Christmas, Easter, Remembrance and Harvest Festival. As well as appealing to this wider group of more than 3000 people for financial support through regular or one-off donations, bequests or fund-raising activities, it was also suggested that this may well assist in facilitating a closer integration between the village community and the church as a wider centre of spiritual experience.
The Rector welcomed the suggestions put forward at the meeting. The public were reassured that none of the proposals put forward by the PCC are 'set in stone', and that any alterations to the church would be subject to local consensus, planning permission and funding. Although there are clearly still various, and sometimes conflicting ideas as to which solutions will be the most appropriate, there was a general consensus at the meeting with regard to what the problem areas actually are. This being half the battle, it was concluded that it is now the challenge of the PCC, the congregation and the wider community to ‘sensibly negotiate’ which solutions will be implemented by whom, where, when, and with what resources.

My sister and I would like to thank most sincerely our Community Policeman, Steve Ivory, for all his kindness and support to us when we were on the receiving end of abuse and vandalism in a car park in Folkestone. This has repeatedly occurred over the last two years and on each occasion we had been unsuccessful in getting through to the police via the Call Centre. In sheer desperation we contacted our local Policeman, even though the actual location was not within his area, and he worked tirelessly to get the matter investigated and passed on to the appropriate authority. It was excellent to feel that, even thought the incident was not in Lyminge, we were able to call on his support.”

On the subject of local kids erecting a skateboard ramp in the car park behind the village hall, I agree that they could be a danger to others using the car park. However, at least they are out and about in the fresh air and having fun. Unfortunately, there is no where else for them to play on their bikes and skateboards. Couldn’t the Parish Council build some sort of skate park on Tayne Field? This area is owned by the Parish Council, is central, and the vast majority of the space is never used except by dog walkers. It is about time that the council did something for the youth of the village.”

July in the Library
David Monk, Shepway Councillor for Lyminge, will be holding a surgery at the library on the first Saturday of each month from 9.30am-10.30am, starting from 5th July. If you have any problems regarding the council services do call in and discuss them with him. An official from Shepway is at the library each Thursday afternoon, so there are two opportunities to talk to somebody who might be able to do something about any grumbles you might have.
The exhibition for July will be paintings by Ruth Fowler.

With 150 registrations on the board after our leaflet campaign, it’s looking more and more likely that we will succeed in getting the Lyminge exchange converted, hopefully this year, maybe even this summer. If you have any queries, Broadband4Lyminge is holding an advice clinic. BT may even have a representative there. The clinic will be at Lyminge library and will start with a brief presentation at 10.30am. We’ll be there until 12noon, so bring along your questions and we’ll answer as many as we can.

The Rude Mechanical Theatre Company will be performing “The Wife of Bath” outdoors on Tayne Field. It is based on Chaucer’s tale, but using their own new script and songs. Lyminge Gardeners Society

The annual Table Competition with Newington and District Gardeners Association will be on Monday July 21st at Newington Village Hall at 7.30pm. Refreshments will be served. It is always a good evening and we hope that members come along and support the club.
The outing on 22nd July will be to Mounts Court Farm, Acrise. Graham and Geraldine Fisher will show us around the 1½ acre garden. It is a prize winning garden which includes many trees, plants grasses, a pond and a bog garden. The cost of the evening will be £2.50 in aid of nursing and caring charities and will include refreshments. Be at the library car park by 6.15pm for a lift, or at Acrise by 6.30pm.

The Lyminge Handbell Ringers are practising again ready for the summer. Re-cycle your computer printer cartridge for a good cause
There is now a box in the Library in which to put your spent inkjet and toner cartridges. These will then be sent off for recycling and the profits will go to The Arthritis Research Campaign (ARC).

Lyminge Pre-School Playgroup
A safe and welcoming place for your child to make friends, play, learn and make a smooth transition to school, with which we have a very close liaison. Every session is supervised by trained and experienced staff. Sessions take place weekdays during term-time at Lyminge Village Hall, 9.00am – 12 noon (or 1.00pm – the additional hour is optional and a packed lunch should be provided). The standard session is £5.75 and the extended session is £7.50. Children may start from 2½ years old.
The Playgroup is a member of the Pre-school Learning Alliance and meets standards set by KCC and OFSTED. The most recent, excellent OFSTED report stated, “…In this thriving Playgroup the children are making good progress towards the Early Learning Goals. There is a strong partnership with parents and carers which contributed positively to the children’s good progress.”

Christian Aid Collection – May 2003 – Lyminge & Etchinghill
A big thank you to all who collected and gave so generously in this years door-to-door collection. The total sum given was £1634, the signed Tax Declaration increased this to £1830. Wow!

 

Etchinghill WI
At our June meeting we were kept in suspense until the very end of a talk by Mr B Mundell on “The Death of Henry Hutchings”. June Manton gave us a report on the AGM held at the Albert Hall earlier in the month, all three resolutions were passed. The winner of the competition of an old postcard was Gladys Harris. We concluded with a most enjoyable afternoon tea.

Lyminge WI
Lyminge WI has continued to have a varied and enjoyable programme recently. At the end of April we were delighted to host the Nailbourne Group Meeting, which was enjoyed by about 70 ladies from Folkestone and the Elham Valley. Everyone was thoroughly entertained by Mad Jack Fuller, Squire of Brightling! In May we had some lively discussions on the resolutions to be debated at the AGM in the Royal Albert Hall, and in June had fun trying on the lovely Weekender clothes with Wonka Blakeney.

Rhodes Minnis Evening Circle
We had a wonderful June meeting with many visitors who had all come to meet and hear our Guest speaker Bob Ogley, author, historian and guest speaker on Radio Kent. He gave a very lively reduced history of the last century in 45 minutes with lots of anecdotes on some of the famous people who were born or lived in Kent.
We are very pleased that Pat Kent has volunteered to take care of the monthly competitions, the post having been vacated by Daphne Andrews, who is now our Treasurer and we have welcomed her now as a committee member. This months competition was won by Joan Tutton, with Pearl Furminger 2nd, Eileen Sless 3rd and Daphne Andrews 4th.
