News from the Parish Council
Cllr. Peter Brockett
Councillors were saddened to learn of the recent death of one of their
members, Peter Brockett. Peter first joined the Parish Council in
September 1980. He served the community very well indeed; whenever the
Parish Council was looking for a volunteer to help erect some playground
equipment, or carry out repairs to the bridge from Well Field to Tayne
Field, he was the first in line. He also repaired many vandalized
seats and was prominent in the refurbishment of the Ethelburga Well.
He must have saved a considerable amount of money for the Parish over the
years. A true stalwart.
For most of his service he was on the General Purposes and Planning
Committees. With his knowledge of the construction industry, he was of
particular help to the Planning Committee. He will also be remembered
for his fight to understand why the District Council kept shutting Public
Conveniences, a matter which he made quite plain whenever he had the
opportunity to raise it with the Ward Representative.
In truth, he was a very sincere man, who stuck to his principles and he will
be sadly missed by his fellow Councillors.
Golf Practice Forbidden on Tayne Field
A letter of complaint regarding the playing of golf on Tayne Field has been
received. The Council is very concerned about this, as the dangers to
passers-by and properties should be obvious. There is also a By-Law
which prohibits it. If Parishioners see anyone practicing golf please
report it to the local community Policeman or to a Parish Councillor.
Flooding
You may have had a questionnaire from the Environment Agency about the risk
of flooding, and being placed on their database for Automatic Voice Message
alerts in case the Nailbourne rises above set limits. If you have returned a
questionnaire and want to check that you’re on the database you can
contact the Flood Warning Officer at the Environment Agency on 01732 875587.
News from Kent County Council (Councillor John Palmer)
Cliffe Marshes have been identified as a possible site for a fourth
London airport. KCC is pushing for Manston to be chosen instead.
Traffic in Kent is expected to rise by 10% per year as the cost of motoring
reduces and the cost of public transport rises.
A new secondary school is needed in this area; its location will be decided
within the next five years.
A public meeting about local policing is to be held: date to be announced.
News from Shepway District Council (Councillor
Andrew Barchi)
Shepway recognise the growing need for social housing (i.e. affordable
rents and part-ownership schemes). It’s possible for parish councils to
put forward proposals for new social housing schemes.
Shepway’s “Cabinet” – the group of councilors which leads the
council – now meets in public. You can go along to listen and put your
views. Advance notice of any key decisions now has to be given. The Scrutiny
Committee which checks the way decisions have been made is now chaired by a
member of the opposition.
Hedgerows and Overhanging Vegetation
If you have a hedgerow overhanging a footpath please make sure it is
kept trimmed to keep the path clear. Please also look at your
path-side vegetation from the perspective of a child in a pushchair –
please clear any nettles or scratchy plants.

Jubilee Celebrations

…in Postling
What a wonderful celebration we enjoyed in Postling over the Jubilee
weekend! It began with Elizabeth’s floral army turning the church
into a spectacular display – the chancel became a haven of golden peace
overseen by a representation of Annigoni’s portrait of the Queen.
The entrance was a riot of red, white and blue, to remind us of Britain and
the Commonwealth. These two areas were joined by an aisle of wild flowers as
if we were walking along one of our country lanes. During the three
days we had over 200 visitors from far and wide. Songs of Praise on
Sunday evening began with the dedication of our bench with its plaque
commemorating the Golden Jubilee of Queen Elizabeth II. Our thanks go
to David Leach for all the work he did in finding such an unusually
comfortable seat and installing it. Many will enjoy the rest on their
way to the services or just to relax in the peace of a country
churchyard. There was no reluctance in the large congregation to
request their favourite hymn and the volume of voices was enhance by members
of the Agape Choir – a joyous occasion!
Monday was ‘party day’ and the whole village entered
into it with gusto. The children enjoyed two hours of competitive
games and the winners were awarded medals of Olympic design – gold, silver
and bronze. This was followed by rounders matches between four teams of
indeterminate size so as not to prevent any children, ages 4 to 74, from
taking part. This too was an enthusiastically competitive session!!!
The courtyard was the beautifully decorated setting for the
evening barbecue. Villagers and their invited guests enjoyed the
festive atmosphere and our thanks go to the residents who worked hard to
make it such a success.
The climax of the day came with the lantern procession to
the top of One Tree Hill to light the ‘beacon’ which would have been
seen from afar as the flames licked into the sky!
It would take up far too much space to thank by name
everyone who contributed to our community effort, and so I (BMW) will
mention only the two enablers without whom nothing would have happened – Elizabeth
Andrews and Tony Van Eldrick

…in Lyminge
A rather low-key celebration during Jubilee day, but then most
people were glued to their televisions! Things got more lively during
the evening when Parishioners were invited to join the Lyminge Association
for the Beacon lighting at 10.15pm (this time was dictated by the organised
Beacon chain). Thanks to Adrian Willcox, Glenn Floyd and Jeff Turnbull
an arrangement of gazebos and sound and lights provided a focus for the
party, with the Beacon safely to one side. Those who attended were
able to barbecue their own food and eat it while watching the concert in
London on the television set up by Adrian. At the appointed hour the
Chairman of the Lyminge Association, Debbie Marsh, lit the Beacon after a
noisy count-down. Thank you to all who attended and to Neil Mullins
who very kindly stores the Beacon and fetches and returns it on request.
…but on a sad note
On Jubilee Day I proudly flew my Union Jack at my front gate on
Farthing Common. In keeping with tradition, at sunset I went to take
it down, only to discover that some low-life had stolen it. It deeply
upset me that someone would do such a thing, especially on that special
day. That’s the way things are nowadays, I suppose.
I would like to take this opportunity to inform all those people in
passing cars who slowed up or stopped to talk to or comment on my Shetland
pony. William, when I exercised him along Farthing Common most mornings,
that he was sadly put down last week. He suffered from a sudden onset
of paralysis and the vet had no choice, having diagnosed the condition
incurable. He is very sadly missed. Edina Blain.
…and just in case you are wondering
The Jubilee coins are still on order! An order for another
organization which was placed some two weeks before ours has only just been
received – so perhaps we will get ours sometime during July! Thank
you for your patience everyone!
Newsletter Distribution
Thank you very much to June Price, who has volunteered as the new
distributor for the Teddars Leas Road area of Etchinghill. The Lyminge
Association, and the residents are very grateful!
Now we need another volunteer (or volunteers!), this time for Rectory
Lane and Mayfield Road in Lyminge. Mrs. Taylor has been your
distributor for a long time, but would now like to finish with the September
or October issue. If you could spare an hour (possibly less if you do
it at a trot!) once a month, please give Debbie Marsh a ring on 863192.
Going on holiday? Please ask a friend or neighbour to
distribute your Newsletters for you if they are likely to be published while
you are away – and let Debbie know what the arrangements are please (so
that they can be delivered accordingly)!

Policing
Your eyes do not deceive you – you have seen a Policeman
wandering around the village in recent times! PC11030 Steve Ivory has
been in post since the beginning of May and has responsibilities in the
villages of Etchinghill, Lyminge and Elham and the immediate area
surrounding the valley. He is our village beat officer and here to
address our concerns. In reality, issues of anti-social behaviour and
crime are few and far between, but the general perceptions outweigh that
reality and he hopes to make us all feel safer and reduce any fears you may
have.
Steve is assisted by Tessa Bedwell, who is a Rural Community
Warden. She is an employee of Kent County Council. Although she wears
a uniform, she has no powers of enforcement other than those of any member
of the public. Her function is to deal with any matters concerning
both the district and county council and also a link between the community
and the police. If you have any concerns she can help with, she can be
contacted at most times of the day on 07970 50674.

and Tessa hope to renew the concept of a “surgery” to be held on a
regular basis at the Library – look out for posters around the village, or
via the Lyminge Web site. In the meantime, here are a few useful

Village Hall – built for us all to use
Following the recent AGM, our new committee got their heads together for
the aims and objectives in 2002/3. This year concerns refreshing the
facilities and improving the image to make it the natural choice for sport,
leisure and social events.
Externally, we want to look at the landscaping, floodlighting and hall
frontage, whilst internally creating a welcoming atmosphere. This
means strengthening our partnership with local people and
organizations. We are looking for an architect, designer or
landscaper to offer their expertise in providing some free community advice
in return for a bit of prestige local advertising. Similarly, if a
local painter and decorator or contractor can provide any free time to help
our improvements, we would be very gratefully.
We are also working with the Parish Council and would like to thank them
publicly for their speed in providing a directional sign and the bottom of
Woodland Road.
We have already begun to improve our facilities with the recent purchase
of two new electric cookers. Currently the toilets are having a
facelift and later this year, the main hall will be given a new look.
This year we are aiming to focus more on our customers’ requirements
and have started to offer special packages. Only £10.00 for a weekday
afternoon birthday party when you bring your own paper plates and cups.
We are a purposeful committee with specific areas of responsibility and would
welcome a secretary to come forward to take the minutes every month and deal
with a small amount of correspondence.
Finally, we are grateful to Haxtons and Stennings for their support of
our Jubilee Lyminge Day (well organised by our Social Committee). We
raised around £2,800, so thanks to everyone who took part or came along and
enjoyed the day.

Living Alongside the
Faming Community
"I, along with many others, had much sympathy and empathy for the
farming community during their recent problems. Unfortunately as
sympathy and empathy appear to be one-way traffic, this is rapidly dwindling
and may end up like the Dodo.
“Like many others, I live near a rather large field. This field
backs towards Woodland Road, Dog Kennel Lane, High Street, Village Hall and
the Bowls Club and is quite close to many other areas of population, in fact
the whole village may be affected.
“This field has been sprayed on and off for the last ten days or so
with applications (plural is intended) of slurry and the associated
offensive smell. Shepway District Council, Environment Department, seem to
have little or no authority to stop this practice. The only avenue
left to myself and the community is to complain about this as a public
nuisance. Should anyone wish to complain, and I strongly urge anyone who has
suffered to make that effort, do so to the Construction and Health
Department of the Shepway District Council, Mr. Wai Tse (850388 (who has
been extremely helpful in all my dealings).
“Living in the countryside we must accept that farmers do have a job to
do, which may include crop-spraying and the aromas that sometimes ensue. For
this to happen on a set-aside field, appears to me as a snub to the whole
community, especially as it is on-going and continues as I write (24 May
2002). Having to shut yourself in with all windows and doors firmly
shut, to alleviate the appalling smell caused by a farmer, who as I
understand, does not even reside in our community, is certainly an
infringement of my “human rights”.
"I suspect this farmer is an exception to the rule, but when farmers
plead for our help, as we have heard so many times in the past, I for one
will be thinking twice. We have to exist together and therefore
thoughtfulness, by both sides, should not have to be spelled out.”

style of Clarice Cliffe, or any other preferred artist. If you are

children with learning disabilities in South Africa, with the charity

The Rude Mechanical Theatre Company’s
Theatre of the Green Tour 2002
The Comedy of Babi Babbett
All those who attended the Company’s previous production last
year spoke very highly of the production – and are looking forward to
this year’s! Despite only a small cast, this multi-talented
company has clearly demonstrated that they have honed travelling theatre
to a fine art.
Traditional characters such as, Pantalone, Harlequin and Colombine will be
recognised in this riotous new play, where the setting is 1793
Islington. Babi Babett is the servant of Sydney Lean, a rich but
deeply mean retired goldsmith – and the plot seems to have something to
do with sausages (!).
Bring your own garden chairs and/or rugs and a picnic. Tickets
will cost £9.00 for adults, £8.00 for senior citizens and £5.00 for
children, students and the un-waged. There are group rates for

The
Reading Scheme for the children at Kent Libraries, starting at the end of
July, is entitled, “the Reading Planet” and will have a “Space”
theme. It will run through-out the school holidays. Details have been

Short Mat Bowls Club
Why not join us for a social, but competitive, evening playing Short
Mat Bowls? We are a friendly Club of mixed ages. Skill and
technique gradually develop with help from the more experienced
bowlers. We meet Tuesday and Thursday evenings from 6.30pm in the
Lyminge Village Hall, where three 43 foot mats await our concentration and
fun. Sets of bowls are available for beginners. Please turn up

The Speaker for our meeting on 18 June was Mr. Black from H.M.
Customs and Excise. He told us of the various jobs he had to do to
become a Customs Officer, which included in his early days, being on duty
at a distillery in Scotland and at Smithfield Market. Finally, he
worked with the Customs and Dover Harbour Port. The competition this

Age Concern Lunch In Elham – 11th
June
We would like to offer our thanks to all those who worked so hard at the
above fundraising event. Delicious, homemade food was on offer –
made by a bunch of dedicated and enthusiastic volunteers from Elham.
The resulting amount raised of £539.00 was gratefully received by
us here at Age Concern and will be put to good use to help the elderly
folk in the Elham Rural area.
Lyminge Gardeners’
Society
On Tuesday 23rd July, the Society will visit
Essentially Hops, Parsonage Farm, Bekesbourne. There will be a
guided walk around the hop fields (help will be on hand for those with
walking difficulties – let Janet know beforehand on 862158). A
visit to the shop will follow and refreshments will be available for
purchase. The cost of the visit will be £2.00, payable on the
night. Meet at the library car park at 6.15pm for car-sharing, or
Bekesbourne by 7.00pm.
After a dreadful day, the sun shone on the Gardeners’ Society members
and friends for the visit to Higham Park on the evening of May 28th.
Amanda Harris-Deans, one of the owners, gave us a most informative and
entertaining guided walk through the gardens. We were amazed and
impressed how hard work and dedication had transformed the gardens from
dereliction to their present verdant condition, in a few short
years. Many of us will certainly visit again.
Gardening Tips
Now is the time to be on friendly terms with the neighbours!
Invite them to your barbecue and soften them up with a drink or two.
Then, when you ask them to water all the pots, baskets and vegetables
whilst you are on holiday, they won’t be able to refuse! To make
life easier for your volunteer, gather all the pots together in a shady
spot in your garden. The pants will create their own eco-system and
need less watering (this is a tip for house plants too, a collection of
several plants fare far better than single plants dotted on tables and
window sills). If you can find a sturdy clothes rail in a charity
shop, the baskets can be gathered together in the same shady spot as the
pots. Enjoy your holidays!
