Don't forget your Three Wishes for
the Parish Plan. The deadline has been extended so you
still have time! You'll find full details on the back
page of January's newsletter, but the reply slip is
reprinted on page 6 in this edition as well. This is
your chance to have a say in shaping
the future of your Parish, don't miss it!
We are pleased to receive letters for publication
this month & welcome correspondence for future issues.
Please note that a name & address must be supplied,
although these need not be published if requested.
Anonymous letters will not be accepted. The editor
reserves the right to edit or refuse letters. The views
expressed here are not necessarily those of the Lyminge
Association or the editor.
Dear Editor
A very big THANK YOU to all the knitters who helped to
make the knitting stall at the St Nicholas Fair such a
success.
Many ladies including the three Bettys, Freda, Joan,
Peggy and myself had been knitting almost non-stop since
last January, with the result that we had nearly 400
items to sell.
A special thank you too, for all who donated wool. We
could not have done it without you.
Mrs Marjorie Joyce, Lyminge
Dear Editor
A Letter to those who feel it's okay to help themselves
to another's property.
To date we have had two large wooden planks go missing
from our rear garden. We are situated on the track
between the High Street and the back of the church. The
planks themselves may not be significant but as they
were used for activities for youngsters not as fortunate
as our own, such youngsters will now miss out.
Note that the planks were taken at different times, the
track is very dark and muddy, so not used frequently and
as the planks would have been quite heavy and awkward to
carry I assume that whoever has taken them wouldn't have
travelled too far (unless they used a car). They cost
about £20 but, as stated, it's the fact that if we can't
trust other villagers to look out for each other then
where do we go from here?
Therefore, if anyone has information concerning this or
other thefts then please let us or the local PC know
(anon if necessary). Let's hope we don't end up with a
village where such petty crime becomes commonplace.
Mrs Fran Kelsey, Lyminge
Thank You
As you may know, the Lyminge Newsletter is
produced and distributed by volunteers. The Lyminge
Association would like to take this opportunity to thank
all of the distributors who walk out in all weathers to
deliver it to you. No one would receive their newsletter
if it wasn't for these committed volunteers. So, thank
you!
PARISH COUNCIL NEWS - Reported by
Cllr Glenn Floyd
NEW COUNCILLOR
The Parish Council welcomes Michael Foxton as a
new Councillor co-opted at our December meeting. Cllr
Foxton brings a wealth of local knowledge and experience
to the council due to his established community and
voluntary work for both The Lyminge Association and
Village Hall Committee.
VANDALISM
Unfortunately a very small minority in the
village seem intent on destroying the facilities for
children under 8, namely the children's play area on
Tayne Field next to the Coach and Horses. The parish
Council with your money paid for the resurfacing of this
play area at a cost in excess of £10,000!
This safety surface is required under European
Health and Safety Legislation but also enabled the use
of this much-used facility to be extended throughout the
whole year.
The fence around this facility has been destroyed and
holes purposely dug in the new surface. Repairs must be
paid for to maintain this play area resulting in a cost
to every household to rectify this senseless act. We
should also point out that funds that should be utilised
to improve facilities for all villagers (this could
include extending any teenage facilities) will now be
reduced by over £800.00.
The Parish Council requests that the parents of
the responsible few will remind their children that this
is not acceptable behaviour and should it persist legal
action will be pursued.
CONNECTING COMMUNITIES
The Parish Council fully supported the
introduction of a hard surface path across the golf
course thus connection Lyminge and Etchinghill for all
members of our community. The Council was asked for its
support from Kent County Council, which it duly gave, we
are also pleased to announce that we believe a
connecting footpath is to be constructed from the
Lyminge end of the new path to connect with the existing
Broad street footpath.
The Council supported this development after considering
the environmental and visual impact and concluded that
this was a development that enabled both young and old
residents to have suitable connecting access between
villages. This path also allows parents the choice of
walking children to school, better access for
Etchinghill residents to the services sited in Lyminge
and businesses in both villages access to a broader
customer base. Whilst The Parish Council recognises the
concerns expressed by a minority of residents it was
felt that the facility would benefit the majority
joining communities and services.
THE SKATEBOARD FACILITY
The Parish Council supports in principal the
provision of further youth facilities in the village.
The question of a Skateboard facility does need careful
consideration and consultation with all interested
parties.
The Parish Council has supported the formation of a
Youth Group to consider issues of concern to young
people whilst also encouraging their input to all issues
affecting life in the Parish.
A point has now been reached that indicates a desire by
a number of young people to have a skateboard facility
in the Parish and dependant on consulting the whole
Parish for majority support turning this into reality.
The Youth Group are now requested to set out their
proposals to include: - location, size, cost and
maintenance. Once the details are agreed the Parish
Council will consult with all members of the community
via the newsletter to ensure all views are considered
and recognised.
If you wish to comment on Parish Council business or
raise an issue to be discussed by the Council please
contact Julie Bayley, Clerk to the Parish Council, 01303
862802, email
jabayley@tiscali.co.uk
. Or you could attend a Council meeting for
details please contact the Parish Clerk.

The
Parish Plan for Rhodes Minnis ~
Lyminge ~ Etchinghill
A logo for The Parish
Plan
Steve Thomas, who organised last
autumn's photo trail (see overleaf)
has been on the look-out for an
image that we could use as a logo
for the Parish Plan. He found this
drawing of a 6th century bronze
brooch, one of the finds from the
1950s excavation of the Jutish
cemetery in Lyminge (records of the
dig are at
www.kentarchaeology.org.uk
Archaeologia Cantiana - Vol.69
1955).
Let us know what you think about
using this image as a logo for The
Parish Plan. On this, and anything
else to do with the Parish Plan you

Lyminge Youth Council
Report by James Hussey
I would like to say a few things
about how the youth group has been
getting on lately. We've started our
first project which is to raise
money for a small bike and skate
area. This will hopefully contain a
couple of pieces of small equipment.
We had a cake stall at Lyminge
Primary School, where we raised £60,
and thank you to those who gave to
our funds when we did carol singing
in the village, which raised £30.1
met Michael Howard and he seemed
very interested in the project. He's
helped our profile - we've been in
the local paper and on the telly!
Eileen Hall has been brilliant!
Thanks Eileen, you've been brilliant
giving out questionnaires,
collecting money for us, and
providing us with a warm front room
to sit in.
Three Wishes
So far we've had about a hundred
responses - mostly on the slips
printed in last month's newsletter,
although a few people have braved
the technology and contributed
online. Here are some of the wishes
we've already received:
tennis courts... room for
display of village history...
skateboarding facilities...
broadband... bus shelter at
Brady Rd bus stop... better
facilities in Lyminge Forest...
better recycling opportunities
... more police
officer/community warden
presence... more facilities for
cyclists... better public
information points... major
improvements to Lyminge Village
Hall... traffic calming...
cleaning out the stream in Tayne
Field... dog poo bins... improve
footpath between Lyminge and
Rhodes Minnis... road repairs to
Canterbury Rd Etchinghill
But what about you? What are your
wishes for the parish? If you
haven't yet contributed,
you can
contribute
online.
Funding for the Parish
Plan
Parish Plans are a scheme set up
by the Government, and for which
they provide most of the funding
through the Countryside Agency. The
end result is a statement of what we
think are the priorities for our
community, with some ideas for how
to meet them. The Parish Plan can be
used as the basis for applying for
grants, like a Community Transport
Grant. It will hove proposals about
land use, development and design:
these may be considered by Shepway
District Council as suitable for
adoption as "Supplementary Planning
Guidance", which they would refer to
in making planning decisions in the
parish. The Parish Council are
providing additional funding, and
other organisations have been
approached. At the time of writing,
the Countryside Agency were on the
verge of confirming the success of
our bid.
A cleaner stream for
Lyminge
One of the wishes from the
children at Lyminge Primary School
was a cleaner stream through Tayne
Field. So with impeccable timing
comes an offer from Mike Domville of
M&A Landscaping Services in Lyminge
to keep the stream and surrounding
area clean and tidy and maintained -
all as a free service to the
community. This very generous offer
has been passed to the Parish
Council, who are the landowners
(along with Kent County Council) of
Tayne Field.
The Photo Trail
Back in the Autumn we held a
"photo trail", where we went off
into every corner of the parish to
take photos of people, buildings,
and the environment. The hundreds of
photos that were taken have now been
collected in, and we're looking at
how we can use them, e.g. for
illustrating the Parish Plan when
it's published, for producing
posters and postcards, and for
display on the website.
Three Wishes
There's still time to contribute:

Music. The competition will be a favourite

ETCHINGHILL RESIDENTS ASSOCIATION
Protecting our
environment.
The other day when I was out for a
walk I passed a Planning Application notice
which referred to our Village as a
Conservation Area. So I wonder if you, like
me, were blissfully unaware of the fact that
we are covered by a Tree Preservation Order?
This extends to and includes Meriden Park
and therefore in conversation with the
District council, we have been encouraged to
remind folk that no tree should be removed
or severely lopped without reference to the
appropriate Officer at Shepway Council. If,
through disease or whatever, you find it
necessary too cut down a tree, there is an
inherent obligation to replace it or be
called to account. Why not!! This is a
beautiful area and the trees, which
contribute significantly to it's beauty (and
in many cases have been here and will
continue to be here long after many of us),
deserve our respect.

At our meeting on 14 th January we were
delighted to confirm that we now have a full
complement of officers and committee for

welcome two more new ladies another who

informative quiz on the WI from our local
Advisor, Mrs Ann Lockwood.
One thing we hope to do is to take part in
the Miniatures Challenge, which is part of
the celebrations of 85years of the WI in
East Kent to be held at the end of July. We
shall be making a 1/12 th scale room box

AGE CONCERN ELHAM
RURAL
We are pleased to report that we have
had a very successful year. Our Day-Centre is
full to capacity every day where clients can
receive a fresh home-cooked hot meal, enjoy the
company of others, have their hair done, see the
Chiropodist and enjoy a variety of activities.
We have become so successful that we have
outgrown our present accommodation and we are
delighted to be working in partnership with
Shepway District Council and Kent County Council
to re-locate our Day-Centre and associated
services to Nailbourne Court . This opportunity
will give us the chance to accommodate more
clients on a daily basis and develop new
services for older people in the community. We
are very interested in planning for the future
and would like to hear from anyone with ideas
about any community needs which may be
incorporated into our project.
We are hoping that work on this project will
start during 2004 and we are desperately trying
to raise funds for new fixtures and fittings.
The building at Nailbourne Court will become an
excellent resource centre, offering practical
assistance and services to all older people from
our 64 square mile catchment area. At present we
are devising a Wish List of equipment required
and will be pleased to send a copy to anyone
interested and of course for any contribution,
however small.
Anyone who would like to know more about the
project or who can contribute ideas can contact
the Chief Officer, Lisa Holden, on 862364.

Gardening Tips for
February
Provided by Lyminge Gardeners Society
On a dry day take the opportunity to prune late
flowering shrubs and clematis; also reduce roses
by a half to a third. Clear debris from around
the roots of trees and plants as it will provide
shelter for slugs and snails.
Recent research has shown that cocoa shell used
as a mulch can be a potential hazard to dogs.
They are attracted by the smell of theobromine,
which it contains, which is poisonous to dogs
and has been known to cause death within 2 hours
.

BUSINESS ADVERTISING NOTICE
The monthly rate for placing
a business advertisement in the newsletter
is £5 for an unboxed entry and £7.50 for a
boxed entry. All entries must be paid for by
time of publication. 12 months for the price
of 10 are available if booked in advance.
The front page of the newsletter can be
sponsored for £30. All business advertisers
must either live in or trade from the
distribution area of the newsletter i.e. be
able to provide a home or business address
in the Lyminge, Etchinghill, Postling. or
Rhodes Minnis area. A mobile business based
outside of the area but which could operate
here as part of its work. e.g a tradesman
based in Folkestone, would not fit this
criteria. Apologies to anyone who may be
adversely affected by this rule, but by
being strict we ensure fairness to everyone
and retain the interests of readers and
advertisers.
