The Parish Plan for Rhodes Minnis. Lyminge and Etchinghill

Census

The 2001 census results for each parish have just been published. They reveal, amongst other things, that:

  • The total population of our parish is 2,688 (a 10% increase in the decade since 1991) comprising 1,166 households.
  • The age profile of the parish is broadly similar to Shepway as a whole but with a lower proportion of residents of retirement age. 17% of the parish population are aged under 15, 22% are over 65.
  • The level of car ownership has increased since 1991 with only 16% of households now not having a car, compared to 22% ten years ago.
  • Figures on employment reveal that the average working week for residents of our parish is 42.8 hours with the average distance travelled to work being 18.7 miles - excluding the 248 of us (or 20% of those at work) who work from home in this parish

Three (hundred) wishes

About 360 people have now responded with their three wishes for the parish, about 1 in 7 of the population. What we plan to do next is to consult with the various organisations that are active in the parish, and with agencies like Shepway District Council and the Police who will have useful contributions to make. We'll be asking for their ideas for practical solutions to the wishes the community have expressed. We'll also talk to other parishes, to see what ideas others have come up with. After that, we'll want to find out which of the approaches that have been suggested would get your support - so there's likely to be a questionnaire coming round in the next month or two.

Before any of this can happen, we need to complete the hefty task of transcribing all the slips and emails and online contributions into a single document; many thanks to Barbara Collins-Newing for taking this on. We'll report next month on the results of the Three Wishes consultation.

Safety Surgery

One response to some of the comments made in the Three Wishes is a "Safety Surgery", which is being organised by Etchinghill Residents Association. This is an ; opportunity to discuss any concerns you might have about safety in your area with the community warden and local policeman, a district councillor, parish councillor, and representatives from Neighbourhood Watch and Victim Support. The Safety Surgery will be at Etchinghill Village Hall on 17 April, from 10.00 - 12.00.

"A resident in Canterbury Road, Etchinghill surprised some unwelcome 'visitors' on his property and also on surrounding properties early evening on Sunday 14th March. Although he gave chase they got away, somewhere in the region of the crossroads. They were two youths dressed in black walking up and down peoples' drives. This may well be connected with the spate of thefts of bell covers in the area, or some of the petty vandalism also happening locally recently. Please keep a look out, as you usually do and report anything unusual and/or even vaguely suspicious to the Police right away. Also keep your neighbours informed as this can help us all. Do come to the Safety Surgery at Etchinghill Village Hall on Saturday 17th April from 10am - 12 noon. It should be of interest to all residents. We hope to revive Neighbourhood Watch in Etchinghill."

"I thought a letter in support of the new footpath between Etchinghill and Lyminge was called for. I, personally, think it is great. I now walk much more regularly through to the shops in Lyminge from Etchinghill. This benefits myself and also the shops - instead of getting in the car and going to the supermarket I make a point of getting some shopping in the village. Hopefully young mums with pushchairs will now be able to appreciate this walk. Also pupils at the local primary school may use the footpath on fine days. I have met more people using the public footpath since it has been improved but have only ever met one group of ramblers (Jan newsletter). I prefer to save fuel and the environment, support the shops and enjoy the exercise."

  NEW LYMINGE SURGERY

DR C CATTO SURGERY CHANGES

As from 5th April 2004 Dr Catto is changing the way he operates his open surgeries. It will no longer be possible to 'turn up' at the surgery to see him without ringing the surgery first, to obtain an approximate time. The reasons for these changes are, to reduce the amount of time our Patients have to wait in the surgery, to streamline the booking in procedures for both Doctors and to comply with the new national GP contract, which comes into force on 1st April 2004.

If you wish to see Dr Catto in open surgery you will need to ring first. You will be able to do this up to 30 minutes before the start of the surgery and for a further one hour after the surgery has begun.

We do appreciate that our phone lines are already busy and this change will put further strain on the system. However you do have plenty of time to get through. Please be Patient.

Dr Catto is also changing his surgery times on the following days: -
Monday am open surgery 8.30am to 11.00am (Booking in time 8.00am to 9.30am)
Monday pm open surgery 4.00pm to 6.30pm (Booking in time 3.30pm to 5.00pm)
Friday am open surgery 9.00am to 11.30am (Booking in time 8.30am to 10.00am)
All other times remain the same.
 

PARISH COUNCIL NEWS

NO RISE IN PARISH PRECEPT!!!!!!

Your Parish Council is pleased to announce that we have kept the precept for the Parish the same as last year! This welcome news is despite Shepway District Council's 29% rise, cutting our concurrent service ; grant in half this financial year and removing it completely in 2005/6. This grant helps to provide the grass cutting and general maintenance of the Parish, which unlike the residents of Folkestone we will now need to pay for twice in our precept charges. A full financial report will be included in the May newsletter.

SPRING CLEAN AT WELL FIELD

Mr. Mike Domville of Palm Tree Way has kindly presented his generous proposal to help improve the overall appearance of Well Field and the stream at the Councils General Purposes Committee. Mr. Domville will liaise with the Chair of GP and intends, with his staff, to start work in early March. I am sure that all residents would wish to thank him and his staff in for this valuable contribution to our community.

LIGHTING

Parish Councillors via the GP Committee are actively seeking solutions to the lighting problems around the Parish, particularly Tayne Field, Hill View Terrace and Lyminge Village Hall. We will update you as we progress but please do not hesitate to contact the Clerk of the Council should you wish to report lighting faults etc.

The Parish Council felt it was appropriate to thank Shepway Councillor Susan Carey for her sustained
and valuable support. The usual, brief appearance at election time with promises of support but failure to
deliver has not applied in Cllr Carey's case.
Cllr Carey continues to help your Parish Council to champion our rural cause and has thus far proven to
be a valuable partner in our campaign for better services for the Parish.
Invitations have been sent to our other representatives and we look forward to working with them in the
near future.

NEW RURAL BEAT OFFICER & COMMUNITY WARDEN

The Parish Council welcomed the new Rural Beat Officer, PC Trevor Moody to its January meeting (held at Etchinghill Village Hall). A former resident of Lyminge, PC Moody explained that whilst he envisaged spending the majority of his time in Hawkinge (due to their greater need due to higher crime figures) he promised to attend any criminal act reported in the Parish. PC Moody also requested that residents remain vigilant and report any suspicious circumstances and that he or the Police are contacted immediately.
The Parish Council drew attention to the increase in petty vandalism in the Parish and agreed to pass on to him the names of any offenders in the nature. Contact PC Trevor Moody 07980 770583.

FLY TIPPING

At the last Parish Council meeting it was brought to our attention that we have a problem of fly tipping in and around the area of West Wood. It is evident that a vehicle is travelling through this area throwing out tyres. There is now a charge to dispose of tyres and this practice has now become an attractive option for disreputable businesses. Friday 6th February and during March has seen a wider and greater incident of fly tipping and residents are requested to help combat this practice. You can either call the Police, Environment Agency 24hr hotline or even the Parish Council. To ensure we can put a stop to this you need to be able to report the following;

Registration number of any vehicle,
Location,
Time and date,
Description of vehicle and occupants if possible.

Remember we all pay for the removal of this rubbish and therefore together we can stop this crime.

WHAT IS ON THE PARISH COUNCIL AGENDA?

As part of the Parish Councils wish to inform residents of our work, listed are some of the projects/programs your Parish Council is discussing and working towards.
A new notice board for Etchinghill, Speed restriction for all villages, value for money services from Shepway District and County Council, Environmental improvements, representation from all of our District and County Councillors. We will report on these and many other issues in future briefings.

LYMINGE LIBRARY IN APRIL
Many of you may remember Valerie and Ahmed Ovais from when they lived in the village. They have now settled in Capel and formed The Capel Art Group, whose members will be exhibiting some of their work in the library during April. Do call in and see the exhibition.
On Thursday April 8th an advisor from The Pensions Service will be at the library from 10.am - 12 noon to help with any pensions problems. Shepway Councillor, David Monk, will be at the library on Saturday April 3rd from 9.30 - 10.30am
The Library will be closed on Good Friday April 9th and Easter Monday April 11th

Methodist Church Hall at 2.30pm

Yes, they are coming to Lyminge again. These Muppet-sized puppets will be portraying the Easer Message in their own special way. There will be some 20 children of various ages operating them under the guidance of Jenny, her husband and Sarah from Cheriton Baptist Church. Please come and enjoy a wonderful show, plus light refreshments. There will be no charge, but a retiring collection. Suitable for those aged from 3 to 103! A welcome awaits you.

LYMINGE GARDENERS SOCIETY IN APRIL
The Spring Show is on Saturday 3rd April at the Methodist Hall. The hall will be open from 8.00am - 10.30am for staging of exhibits. Help will be on hand for 1st time exhibitors. From 2.00pm the show will be open to the public with prize giving at 4pm. Do call in for tea, coffee and cakes and the enjoy the sight and smell of Spring. On Tuesday 27th April we will be visiting the garden of Pat Ilet, at Alameda, Canterbury Road, Etchinghill. Pat is a dedicated amateur who has a large garden full of the more unusual perennials. It will be looking at its very best this time of the year with many spring flowers. Be at Alameda by 6.00pm or the Library car park at 5.45pm for a lift. There will be plants for sale and refreshments available. Entry £1 for Pat's chosen charity.

LYMINGE HISTORICAL SOCIETY

It is surprising how much history can be revealed by postage stamps, abnormal stamps, addresses and endorsements inscribed on envelopes, even the handwriting and the envelopes themselves, and so much more. Richard Monk is visiting us again in May to give an illustrated Talk on his absorbing past-time of "History in the Post". Richard will be remembered for his recent interesting talk on his professional knowledge of the local water supplies and waterways so this new subject portends a most interesting evening. It will be a pleasure to receive him again at the Lyminge Methodist Church Hall which will be open from about 7.00pm. Members and Visitors should arrive between 7.15 and 7.45pm when proceedings will commence.

Lyminge Handbell Ringers
The now famous Lyminge Handbell Ringers are resting for a short while. But you can change that if you need charming traditional music for a special local occasion. We now have a much greater repertoire than ever, including music written in the 16 Century and earlier, previously not played on handbells. Weekends and evenings only please and with as much notice as possible. Our March meeting was chaired by Dottie Cross in the absence of our president. Birthday posies were presented to four members. Our main summer outing was discussed and it was put to the vote whether we visit Knowle Houae or Sheffield Park. A final decision will be made at our next meeting. Pennies for Friendship were collected and will be taken to the A.G.M. in Margate. The competition for a decorated egg was won by Jean Howard.
Our speaker took us on an illustrate journey from Pittsburg to Moscow. A most interesting and informative afternoon, after which we enjoyed our usual excellent tea.
Anyone who would like to join us at our meetings will not only meet old friends but also make new ones. Our next meeting is on Tuesday 20th April when Mr D Wilks will give a talk on 'Bluebells, Buttercups and Beans'. The competition is for a small blue flower arrangement

A Quiz Evening will be held on Saturday 3rd April at the Village Hall - tables of 6. Nibbles and soft drinks provided (if your taste is a "little stronger", feel free to bring your own bottle). £4.00 per person. Come and join our Easter Tea Party on Saturday 10th April between 2.30 - 4.30 pm at the Village Hall for Fun and Games. Refreshments, Home-made Cakes and Easter Treats!! A Safety Surgery is to be held on Saturday 17th April between 10.00 and 12.00, at the Village Hall, when lan Norman, the Community Warden, the Crime Prevention Officer, representatives of Neighbourhood Watch and others will be available to address residents and answer any questions. Light refreshments will be available. The morning is for all residents and there will not be a charge (although there will be an opportunity to make a small donation to defray costs - if you are able)
We are currently working on a Village Website, which will initially have a Home Page and further pages outlining the history of Etchinghill, with a "past and present" section.; the Village Hall; a Services page outlining the various facilities people interested in; a monthly "Spotlight" page featuring either local people, places and issues. Lyminge Short Mat Bowls Club
Ever thought of trying Short Mat Bowls?

We are a friendly club of mixed ages and abilities who play at the Village Hall on Tuesday and Thursday evenings from 6.45pm every week, all year round. A pair of flat soled shoes is all you need - we have bowls available for beginners. Lyminge Pre-School Playgroup

A safe & welcoming place for your child to make friends, play & make a smooth transition to school whilst being supervised by trained & experienced staff. Sessions are weekdays during term time at Lyminge Village Hall from 9am to either 12 noon or 1pm. We have recently expanded our sessions to 2.45pm on Tuesday, Wednesday and Thursdays. These expanded places are funded by the European Social fund. Packed lunch should be provided if you child stays to either 1pm or 2.45pm.
Current standard session to 12.o'clock is £6.75, to 1.00pm £9.00 and 2.45pm £13.00. Fees for funded children - 12 noon to 1.00pm £2.25, and from 12.00pm to 2.45pm £6.50. Children may start at 21/2 years old, preferably toilet trained. The pre-school is a member of the Pre-School learning Alliance & meets standards set by K.C.C. and OFSTED. The most recent, excellent Ofsted report stated, "in this thriving playgroup the children are making good progress towards the Early Learning Goals. There is a strong partnership with parents and carers which contributed positively to the children's good progress". We also have a very close liaison with the local primary school. A number of Police related incidents have occurred in Lyminge during February. As s result, eggs will not be sold in the local shops to children because eggs have been thrown at properties and vehicles. This may seem a trivial occurrence but it can lead to the more serious actions of throwing stones at moving or stationary vehicles and then damaging property. It is our duty to be vigilant in reporting any incidents to the

Your incident will be assessed by an operator and if necessary, you will be connected to a Police Officer. Lyminge is a friendly and lovely place to live, it is up to us all to keep the community together and not fragment society.
